The international conference “Defending Baltics 2025” will unite commanders of NATO’s eastern flank armed forces, diplomatic representatives, and security experts in Vilnius on November 17-18 to discuss key regional security challenges and measures to strengthen collective defense. This year, participants will focus on resilience, deterrence, and new technologies in modern defense.
The commanders of the Baltic States’ armed forces – Chief of Defense of the Republic of Lithuania General Raimundas Vaikšnoras, Chief of Defence of the Republic of Latvia Major General Kaspars Pudāns, and Chief of Defence of the Republic of Estonia Lieutenant General Andrus Merilo – will discuss the strategic importance of NATO’s eastern flank and the most effective defense strategies in the event of Russian aggression.
“Lithuania, as part of NATO’s eastern flank, takes responsibility for strengthening collective defense and maintaining consistent readiness for possible scenarios. Discussions with our allies on deterrence, defense, and technological superiority are crucial, both in terms of ideas and actions – they must translate into decisions that genuinely enhance our defense capabilities. This conference presents an excellent opportunity for decision-makers, military personnel, and experts from the Baltic region to assess what has been learned from the war in Ukraine and how to translate those lessons into practical action,” said Chief of Defense of the Republic of Lithuania General Raimundas Vaikšnoras.
The international conference “Defending Baltics 2025” will also address lessons learned from the ongoing war in Ukraine, the importance of modern warfare technologies – such as drones, artificial intelligence, hybrid, and cyber-attacks – as well as the strengthening of regional defense infrastructure and logistics. The organizers of “Defending Baltics 2025” aim to foster dialogue among NATO partners, promote shared responsibility for the security of the alliance’s eastern flank, and seek innovative solutions to ensure long-term peace and stability in the Baltic region.
The conference will also feature a defense innovation exhibition, “Defending Baltics Expo”, where technology companies, research centers, and institutions from Lithuania and other European countries will present their solutions. The exhibition will serve as a platform for new partnerships and for professionals seeking collaboration or interested in innovations in the defense sector. Exhibitors will include LTMilTech, Euroelektronika, Hyundai Naval & Special Ship Business Unit, Intelic, Aselsan, Brolis Defence Group, NFM NO, Kongsberg, Re-liON, x kodas, Lemona Electronics, KOVO Armor, Frankenburg, Luna Robotics, Weibel, among others.
After the conference, the organizers of “Defending Baltics” plan to prepare a summary document with proposals for practical steps to improve the Baltic region’s defense system.
The international conference Defending Baltics 2025 is organized by the civil defense and security analysis center Locked N’ Loaded and the Civil Resilience Initiative. The two-day event is held in cooperation with the Ministry of National Defense of the Republic of Lithuania, the European Commission, the Royal Norwegian Embassy in Lithuania, the Friedrich Naumann Foundation, and Vilnius City Municipality.
